In the UK, a driver is required by law to use signals where necessary, following the routine mirror, signal, manoeuvre, if there is no-one to benefit from the use of the signal, the signal is NOT necessary. To indict a driver because he/she didn't signal is crass, a complete waste of time and money that could be utilised much more profitably.
